Maj. Gen. Darryl A. Scott, U.S. Air Force (Ret.), is a transformative leader and executive coach with a distinguished 40+ year career spanning the military and corporate sectors. As Co-Owner and Managing Director of EAGLE2STARS GROUPTM LLC, he fosters leadership development among aspiring leaders in government, industry, and not-for-profit sectors while promoting a culture of empowerment and visionary thinking.
His strategic acumen was highlighted during his tenure as Vice President of Contracts and Subcontracts at General Dynamics Information Technologies (GDIT), where he led 450 employees overseeing contracting policy, operations, and compliance for a global technology and professional services company with $8 billion in sales across three business units.
Before GDIT, Darryl served as Corporate Vice President of Contracts at The Boeing Company, responsible for the organization’s contracting policy, processes, operations, and compliance. His work bridged corporate and government interests, showcasing his ability to navigate complex regulatory landscapes. He led over 770 employees and managed $92 billion in active contracts.
As a Commissioner on the Section 809 Acquisition Reform Panel, Darryl played a key role in formulating 98 recommendations to streamline and modernize the Department of Defense’s acquisition regulations. His contribution to this Congressionally-mandated panel underscores his commitment to driving change in defense procurement practices.
Darryl’s military career spanned 34 years, culminating in his retirement as a major general. He held critical roles such as Commander of the Joint Contracting Command for Iraq and Afghanistan, where he directed a 240-member team performing contracting, purchasing, and program management activities for more than $12 billion in reconstruction, national and local government capacity building, and US and NATO operating forces support. He took “contracting scandals in Iraq” off the front page by resetting ethical standards, reducing opportunities for fraud, and driving the modernization of Iraq’s banking system from cash-based to EFT-based. He served as Director of the Defense Contract Management Agency when it was the world’s largest contract administration and quality assurance agency, with over 10,000 employees in 150 locations worldwide. These roles demonstrated his capacity to manage large-scale operations and challenging environments with a strategic focus.
Beyond his professional achievements, Darryl is deeply committed to leadership development and ethical conduct. During his diverse career, he has coached, mentored, and advised scores of executive leaders. His Executive Certificate in Leadership Coaching from Georgetown University and membership in the International Coaching Federation are testaments to his dedication. His involvement in these initiatives reassures his clients of his commitment to nurturing future leaders and instilling values of integrity and accountability.
Darryl’s industry leadership and affiliations further underscore his influence. He is a Director at the Procurement Roundtable and has served on the Board of Directors for the National Contract Management Association (NCMA). Darryl’s industry involvement includes serving as a Commissioner on the Section 809 Acquisition Advisory Panel from 2016 to 2019, as Chair of the US Chamber of Commerce Procurement Council, and as a member and past Chair of the Acquisition Policy Executive Council of the Aerospace Industries Association. He has also been a Board Director at the International Association for Commercial and Contract Management, an Executive in Residence at the Earl G. Graves School of Business and Management at Morgan State University, and a member of the Defense Science Board’s Task Force on Services Contracting.
